Local workshops and one to one support

PCC’s medical team are able to deliver bespoke local face to face or virtual workshops to your organisation.

Our team can also provide one to one support and mentoring for new team members.

Training and support for commissioners

PCC’s medical team are launching their next round of training courses for commissioners. Given the success of delivering the courses virtually over the last couple of years this will continue for our national programme.

Primary care medical contracts: key considerations and variations – an introduction

This training is useful for primary medical service commissioners, particularly those new to their role or those looking for a refresh.

Training will familiarise commissioners with contract types and who can hold them, services, variation rules, patient lists, practice areas, mergers, incorporation/novation, subcontracting and planned and short notice contract closures.

Changes to the GP contract in 2023/24

On 6 March NHS England published a letter to all GP practices and primary care network (PCN) clinical directors in England setting out the changes that will take place to the GP Contract in 2023/24. The letter detailed the requirements of general practice and PCNs with the goal of improving patient experience and satisfaction. The changes highlighted in the letter include changes to improve access, reductions in the number of indicators in the investment and impact fund, reduction in the quality and outcomes framework indicators and additional flexibility in the additional roles reimbursement scheme. PCC has summarised the changes.

Amendment to the General Medical Services Statement of Financial Entitlement Directions 2023 – from 1 April 2023

An update has been made to the Statement of Financial Entitlements (SFE) to clarify that practices are eligible for an Item of Service (IoS) fee for additional vaccines administered to eligible individuals where clinically indicated for medical reasons, including post-transplant, in line with the Green Book. Details of which vaccinations this applies to can be found in section 19, paragraphs 4 and 5 of the SFE.

Quality and outcomes framework guidance

This document provides additional guidance on the interpretation and verification of the quality and outcomes framework (QOF) indicators for 2023/24 in England, which are listed in Annex D of the Statement of Financial Entitlements Directions (SFE). It is effective from 1 April 2023 and replaces versions issued in previous years.

Network Contract DES and associated guidance

The 2023/24 Network Contract DES and associated guidance, was published on 30 March 2023 and contains a number of significant developments to the directed enhanced service (DES) that primary care networks should be aware of. Many of the changes to the documentation relate to the move from CCGs to ICBs and the fact that some of the service specifications that were in development or transition in 2022/23 are now business as usual such as Enhanced Access and Cardiovascular Disease (CVD) Prevention and Diagnosis. PCC has summarised the main changes.

PCN incorporation – what, why, how and who

Many primary care networks (PCNs) around the country have either formed corporate vehicles or are in the process of doing so. The Hewitt review of integrated care systems

The Rt Hon Patricia Hewitt was commissioned to lead an independent review of integrated care systems. The review considered the oversight and governance of integrated care systems (ICSs) and contains recommendations. The report maintains that the introduction of ICSs “represents the best opportunity in a generation for a transformation in our health and care system.” PCC has summarised the key recommendations set out in the report.
