Paul Burns

Paul is PCC’s primary medical services lead. Paul has excellent understanding of primary care policy and contracts regularly advising NHS England and CCGs. Paul led national training on the primary medical policy and guidance manual and various associated areas, including developing and delivering training packages on complex primary medical care areas.

Following successful project management of Pharmaceutical Needs Assessments (PNAs) for Health and Wellbeing Boards, Paul provides advice to clients on a range of primary care matters and has worked with jurisdictions outside England on a range of overall primary care.

Before joining PCC in 2014, Paul was independent chairman to the Department of Health advisory group on pharmaceutical regulations. Working with a diverse range of professional representative groups, he had a detailed knowledge of that regulatory environment. During the same period, Paul worked as a consultant providing advice to clients on a range of primary care matters at Hempsons solicitors.

Paul brings NHS experience as chief executive of the FHS Appeal Authority. As well as being a board member for over five years, Paul was the lead decision-taker for primary care appeals and chairman of the pharmacy appeals committee taking appropriate decisions and being responsible for defending judicial reviews.
